Uzbekistan Visa

In accordance with the legislation of the Republic of Uzbekistan, foreign citizens and stateless persons can enter Uzbekistan and transit through its territory only if they have entry visas, with the exception of countries for whose citizens a visa-free regime is established in Uzbekistan according to bilateral International Treaties and Decrees of the President of the Republic of Uzbekistan (the list of such countries and the visa-free period is given below).

Visas to foreign citizens and stateless persons are issued at diplomatic missions and consular offices of the Republic of Uzbekistan abroad on the basis of visa support (confirmation of the Consular and Legal Department of the Ministry of Foreign Affairs of the Republic of Uzbekistan).

Visa support is issued on the basis of inviting application of legal entities and individuals that permanently or temporarily located on the territory of Uzbekistan, submitted to the Consular and Legal Department of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

The list of required documents for inviting foreigners by legal entities:

– Visa application on the letterhead of the organization in standard form;

– Electronic questionnaire from the site evisa.mfa.uz:

– Copies of passports of the invited person and the head of the organization and the authorized person of the organization for submission of documents;

– Copies of documents of the organization (license, certificate, etc.);

– Copies of orders on appointment of the head and authorized person of the organization;

– A copy of the organization’s power of attorney issued for the authorized person;

– Copies of air tickets or reservations in case of issuing a visa upon arrival at Tashkent international airport named after Islam Karimov;

– Certificate of work permition of the invited person, issued by the Agency for External Labor Migration under the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.

To apply for an investment visa, the applicant legal entity, in addition to the above documents, also provides one of the following documents confirming:

– the amount of acquired shares of business entities (issued by the State Enterprise “Central Securities Depository”);

– the amount of stake in business entities, as well as on the creation of enterprises with foreign investments in the territory of the Republic of Uzbekistan (issued by the Public Services Agency under the Ministry of Justice of the Republic of Uzbekistan or its territorial branches).

The list of required documents for inviting foreigners by individuals:

– Visa application in standard form;

– Electronic questionnaire from the site evisa.mfa.uz;

– Copies of passports of the invited and inviting persons;

– Original notice of invitation issued by the internal affairs agencies of the Republic of Uzbekistan;

– Copies of documents confirming family ties (if available);

– Copies of air tickets or reservations in case of issuing a visa upon arrival at Tashkent international airport named after Islam Karimov.

The applications of legal entities and individuals submitted to the Ministry of Foreign Affairs of the Republic of Uzbekistan in accordance with the established procedure are considered within 4 working days.

To obtain a visa, foreign citizens and stateless persons have to submit the following documents to the diplomatic mission or consular office of Uzbekistan abroad:

– passport or document of a stateless person, the validity of which must exceed the validity of the visa for at least 6 months;

– a completed visa application form in 2 copies;

– 2 color photographs sized 35x45mm.

To obtain a transit visa, foreign citizens and stateless persons, in addition to the above documents, must also have a visa of the state of destination and travel documents with a confirmed date of departure from Uzbekistan to the country of destination. The term for consideration of visa documents in this case is 3 days.

Foreign citizens and stateless persons who intend to arrive in Uzbekistan from a country where there is no diplomatic mission or consular office of Uzbekistan can obtain visas on arrival at the Visa sector of the Ministry of Foreign Affairs of the Republic of Uzbekistan at Tashkent International Airport named after Islam Karimov. To this end, the inviting legal entity or individual in Uzbekistan must apply in advance in accordance with the established procedure to the Ministry of Foreign Affairs of the Republic of Uzbekistan, obtain the appropriate confirmation (stamp) of the Visa department of the Consular and Legal Department and send it to the invited person. This confirmation is presented by the invited person when purchasing an air ticket, passing through passport control in the host country and on its basis a visa is issued to him upon arrival in the Visa sector of the Ministry of Foreign Affairs of the Republic of Uzbekistan at Tashkent international airport named after Islam Karimov.

The following consular fees are set for registration and issuance of visas in accordance with legislation of the Republic of Uzbekistan:

a) For a single entry visa:

– Up to 7 days – 40 US dollars;

– Up to 15 days – 50 US dollars;

– Up to 30 days – 60 US dollars;

– Up to 3 months – 80 US dollars;

– Up to 6 months – 120 US dollars;

– Up to 1 year – 160 US dollars.

Note: for issuing of each additional entry, the tariff rate will increase by 10 US dollars.

b) For a multiple entry visa:

– Up to 6 months – 150 US dollars;

– Up to 1 year – 250 US dollars;

– Up to 2 years – 300 US dollars;

– Up to 3 years – 350 US dollars.

c) For a transit visa:

– Up to 72 hours – 40 US dollars;

– For a double-entry transit visa – 50 US dollars.

d) For a tourist visa:

– For 30 days – 40 US dollars.

Note: for issuing of each additional entry the tariff rate will increase by 10 US dollars.

e) For issuing a group visa (there must be at least 5 people in the group, excluding children under 16):

– Up to 15 days – 15 US dollars per person;

– Up to 30 days – 25 US dollars per person.

f) E-visa:

– For a single entry e-visa – 20 US dollars;

– For a double-entry e-visa up to 30 days – 35 US dollars;

– For multiple entry e-visa up to 30 days – 50 US dollars.

– For issuing a group e-visa up to 30 days – 20 US dollars per person.

Besides, when issuing visas, fees are also charged to reimburse the actual costs associated with issuing visas. The amount of such fees depends on the place where visas are issued (regardless of the nationality of the applicant).

Note: A different procedure for issuing entry visas to Uzbekistan may be applied for citizens of states that have concluded bilateral agreements and treaties with the Republic of Uzbekistan.

S-1Service entry visa (for permanently accredited).It is issued for the period of accreditation, permanently located on the territory of the Republic of Uzbekistan to members of diplomatic missions of foreign states, representative offices of international intergovernmental organizations and governmental organizations of foreign states accredited at the Ministry of Foreign Affairs of the Republic of Uzbekistan, and their dependent family members (who do not have a diplomatic passport), as well as members of representative offices and branches of international and foreign non-governmental non-profit organizations permanently located on the territory of the Republic of Uzbekistan, registered at the Ministry of Justice of the Republic of Uzbekistan, and their dependent family members.

6. S-3Service entry visa (at the invitation of state organizations of the Republic of Uzbekistan).It is issued for a period of up to 1 year to foreign citizens making business trips to the Republic of Uzbekistan at the invitation of state and economic management authorities of the Republic of Uzbekistan, non-state non-profit associations, the creation of which is provided for by law, as well as the initiative of the President and the Government.

ОOfficial entry visa (for official and state visits).It is issued for the period of official events to members of official delegations arriving in the Republic of Uzbekistan at the invitation of the President, the Oliy Majlis (Parliament) and the Cabinet of Ministers (Government) of the Republic of Uzbekistan.
8. В-1Business entry visa (accredited at the relevant departments and institutions of the Republic of Uzbekistan).It is issued for the period of accreditation to members of representative offices of foreign commercial organizations, as well as foreign banks or other financial organizations in the territory of the Republic of Uzbekistan.
9. В-2Business entry visa (business visa).It is issued for a period of up to 1 year to representatives of business community temporarily located in the Republic of Uzbekistan.
10. ТTourist entry visa.It is issued for up to 1 month to foreign citizens visiting the Republic of Uzbekistan for tourism purposes.
11. TGGroup tourist entry visa.It is issued for up to 1 month to foreign citizens visiting the Republic of Uzbekistan for tourism purposes as part of a tourist group of at least 5 people.
12. PLGPilgrimage entry visa.It is issued for a period of up to 2 months to foreign citizens at the request of subjects of tourism activities and the Committee for Religious Affairs under the Cabinet of Ministers (Government) of the Republic of Uzbekistan to study the cultural, historical and religious and spiritual heritage and traditions of Uzbekistan.
13. ЕEmployment entry visa (based on the license of the Agency for External Labor Migration under the Ministry of Employment and Labor Relations of the Republic of Uzbekistan).It is issued for the period of confirmation of the right to work, issued to a foreign citizen by the Agency for External Labor Migration under the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
14. J-1Entry visa for press representatives (permanently accredited at the Ministry of Foreign Affairs of the Republic of Uzbekistan).It is issued for the period of accreditation to representatives of foreign mass media and their dependent family members, permanently accredited at the Ministry of Foreign Affairs of the Republic of Uzbekistan.

PV-1Guest entry visa (at the invitation of citizens of the Republic of Uzbekistan through the Main Directorate for Migration and Citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan).It is issued for up to 1 year to foreign citizens making guest trips at the invitation of citizens of the Republic of Uzbekistan.
17. PV-2Guest entry visa (at the invitation of foreign citizens).It is issued for up to 1 year to foreign citizens making guest trips at the invitation of foreign citizens, permanently accredited and registered in the Republic of Uzbekistan.
18. VTDEntry visa for compatriots (at the invitation of citizens of the Republic of Uzbekistan through the Main Directorate for Migration and Citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan).It is issued for a period of 2 years for natives of the Republic of Uzbekistan and their family members, subject to invitations from their relatives who are citizens of the Republic of Uzbekistan and permanently residing on its territory.
19. STDStudent entry visa (on the basis of interuniversity exchange – for the period of temporary study).It is issued for up to 1 year to foreign students studying on a short-term basis (on a temporary basis according to interuniversity exchange or as part of interuniversity cooperation) in educational institutions (higher educational institutions) located on the territory of the Republic of Uzbekistan, is issued at the request of educational institutions, ministries, departments and organizations of the Republic of Uzbekistan that have educational institutions in their jurisdiction.
20. А-1Study entry visa (on a permanent basis – for the period of study).It is issued for a period of up to 1 year to foreign citizens studying in educational institutions located on the territory of the Republic of Uzbekistan, issued at the request of educational institutions, ministries, departments and organizations of the Republic of Uzbekistan that have educational institutions in their jurisdiction.
21. А-2Teaching entry visa (for employment in the territory of the Republic of Uzbekistan on a permanent basis).It is issued for a period of up to 1 year to foreign citizens – the teaching staff of educational institutions of the system of the Ministry of Public Education and the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, as well as the teaching staff of branches of foreign educational institutions in the territory of the Republic of Uzbekistan. It is issued at the request of educational institutions, ministries, departments and organizations of the Republic of Uzbekistan that have educational institutions in their jurisdiction.
22. А-3Academic entry visa (on a temporary basis).It is issued for a period of 3 months to 2 years for foreign persons wishing to conduct academic research (collection of materials for dissertations, scientific papers) and teaching activities (short-term field lectures) in the Republic of Uzbekistan, issued at the request of the Academy of Sciences of the Republic of Uzbekistan, research organizations, higher educational institutions of the Republic of Uzbekistan, ministries or departments.
23. MEDMedical entry visa.It is issued for up to 3 months for foreign citizens entering the Republic of Uzbekistan for treatment at the invitation of a medical organization.
24. С-1Crew entry visa.It is issued for a period of up to 1 year to foreign crew members of aircrafts and trains.
25. С-2Entry visa for drivers.It is issued for up to 1 year to foreign drivers of trucks.
26. EXITExit visa.It is issued for a period of up to 1 month to foreign citizens to leave the Republic of Uzbekistan, in case of delay in their entry visas.
27. TRANTransit visa.It is issued for up to 3 days to foreign citizens following in transit through the territory of the Republic of Uzbekistan.
28. INVMultiple entry investment visa.It is issued for a period of up to 3 years to foreign citizens and stateless persons who have invested in the economy of the Republic of Uzbekistan in the amount of at least 8,500 times the basic calculated value established in the Republic of Uzbekistan at the time of making foreign investments, in the form of the acquisition of shares and stake in business entities, as well as the creation of enterprises with foreign investment, issued at the request of these enterprises, with the possibility of extending its term without leaving the territory of the Republic of Uzbekistan.At the same time, family members (spouse, parents and children) of the investor are issued a “PV-2” guest entry visa for the duration of the “INV” visa with the right to extend without leaving the republic.

Note:

1. Based on bilateral international agreements and parity, a bilateral visa-free regime has been established with the Republic of Azerbaijan, Georgia, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, Ukraine, the Kyrgyz Republic (up to 60 days) and the Republic of Tajikistan (up to 30 days ).

2. The visa-free regime applies to citizens of the above countries, holders of all categories of passports (diplomatic, official and civil), planning to visit the Republic of Uzbekistan, regardless of the purpose of their trip. To enter the country, a person must have a valid national passport or other substitute document used when traveling to foreign countries, the validity of which must be at least 6 months before entering the republic.

The visa-free regime does not apply to stateless persons permanently residing in the territories of these countries.

The 30-day and 60-day visa-free regime begins to operate from the moment of crossing the state border of the Republic of Uzbekistan and as it expires, a foreign citizen must leave the republic.

If it is necessary to stay in the Republic of Uzbekistan for more than 30 or 60 days, a foreign citizen must submit the necessary documents for obtaining one of the categories of entry visas of the Republic of Uzbekistan.

3. Visa-free entry to the Republic of Uzbekistan of foreign citizens under the age of 16, accompanied by legal representatives and having a biometric travel document, is established for the duration of the visa of the accompanying person, but not more than ninety days from the date of entry into the country.

4. For citizens of Bahrain, Qatar, Kuwait, Oman and China a 10-day visa-free regime is established if they have an air ticket to their own or a third country.

5. For citizens of China (as part of tourist groups), the United States and Vietnam who have reached the age of 55, a visa-free regime has been established for entering the Republic of Uzbekistan for tourism purposes for a period not exceeding 30 days.

6. With Hungary, China, Tajikistan and Turkmenistan (up to 30 days), Vietnam, India and the Republic of Korea (up to 60 days), Brazil, Egypt, Kuwait, Latvia, UAE, Poland, Romania, Singapore, Slovakia, Turkey, Estonia, and Japan (up to 90 days) established a visa-free regime for holders of diplomatic passports. Citizens of these countries (except India), who hold diplomatic passports and are accredited as employees of diplomatic missions or consular offices of their countries located on the territory of Uzbekistan, as well as members of their families, have the right to enter and stay without visas for the entire period of work.

7. A system for issuing electronic entry visas (e-visa.gov.uz) for foreign citizens has been introduced and a list of countries whose citizens have the opportunity to obtain electronic entry visas to the Republic of Uzbekistan has been approved (Appendix 1);

8. A short-term visa-free entry to the Republic of Uzbekistan for a period of not more than five days has been established for citizens of a number of states (Appendix 2) transiting through the international airports of the Republic of Uzbekistan, if they have an Uzbekistan Airways air ticket to a third country. This procedure applies to transit air passengers who wish to see the sights of Uzbekistan.

9. Uzbekistan and Japan issue visas on a reciprocal basis without charging consular fees.
